Lessons from MadagascarProject: A report on the findings of how the Millennium Challenge Account concept was being implemented in practice in Madagascar, the first country to be awarded a MCC compact.

Concept: A lack of cohesion among the groups. The findings showed that the MCC compact was not very successful in Madagascar, due to lack of organization and coordination among the groups involved. The challenges included some groups had more influence than others, as well as a “herding cats” scenario.

Solution: The colors represented on the cover symbolize the different perspectives, and their respective percentages of influence, among the groups involved.
